Openet has announced that its Convergent Charging product, which is based on its FusionWorks Framework, is being used by a telecommunications service provider in the European Union, mobilkom austria, to keep its mobile users informed live on their usage and current billing amount in accordance with the EU’s regulations on international roaming call charges within the 27 EU countries to prevent “bill shock.”
“Openet’s (News - Alert) Convergent Charging product and Spending Limits solution are designed to easily meet the exact criteria being laid out by the new regulations from the EU,” said Niall Norton, chief executive officer at Openet.
The EU’s ruling originated from complaints by the substantial roaming EU business community, who received huge bills charged at international roaming rates within the EU boundaries, which is totally against EU’s founding mantras, promises and visions of one community, one currency, one market, and fairness to all EU citizens in all manner of activities and transactions.
Domestic usage rates worldwide are anywhere are between 10 percent to 60 percent cheaper than using the same service while roaming internationally, leading to the EU’s directive for enforcement measures.

FusionWorks Convergent Charging is designed to be customized as per governing mandatory guidelines, handle millions of individual accounts accordingly and 24x7, scrutinizes traffic flow, and trigger usage limit alarms based on service agreements.
The solution also authenticates and allows deemed subscribers to use services, filters content such as “no adult content for minors,” and has 10-millisecond latency per monitored and signaled transaction. Such a solution generally keeps users, service providers and governing agencies on the same, transparent page.
TMCnet earlier reported that Openet had launched a similar product called Tiered Service Controls Solution that allows which helps service providers and network operators the means to control, allocate and optimize network traffic in real time.
“By giving operators a better view of subscriber data, they can not only meet these new regulations, but identify additional opportunities to drive revenue and increase customer satisfaction,” Norton said.
